Rainbow House Emergency Shelter for Children was the brainstorm of then DFCS Director, Anne Plant, as well as a host of other interested parties when it became apparent that there simply were not enough foster homes available for the growing number of children coming into care. At the tenth anniversary, the Emergency Shelter was re-named for its original Executive Director, Philip E. Kouns. Through whose leadership the organization has grown both in services and in numbers of children served. In 2000, Rainbow House Inc opened the CAAC to serve the ever growing number of children who have been sexually abused by opening a child-friendly facility dedicated to providing a "one-stop" shop for the unique forensic, therapeutic and medical services needed by these children at no cost to their families or non-offending caregivers.
