Approximately 16,000 children in Illinois are in care outside of their home due to abuse and neglect, and of that number, over 4,000 are in the city of Chicago. Many suffer from severe emotional disabilities and medically complex conditions due to substance abuse, physical abuse and neglect. Even worse, because of the grave nature of their needs, they have been rejected from numerous placements, oftentimes bouncing from one foster home to the next until adulthood.
