Mission: Community Teamwork, Inc. (CTI) is Greater Lowell's Community Action Agency or Anti-Poverty Agency. Agencies like CTI were established in 1965 when President Lyndon B. Johnson declared a War on Poverty by signing the Economic Opportunity Act of 1964. We are committed to helping low-income people become and remain self-sufficient. We offer numerous programs including Head Start, Housing, Childcare and Education, Energy Assistance, YouthBuild, Family Self-Sufficiency, Senior Volunteer Programs and much more to provide a safety net for people who would otherwise fall through the cracks and help them to become and remain self-sufficient.
